Angola announced upcoming direct negotiations between the DRC government and the M23 rebels, scheduled to begin March 18 in Luanda. This follows mediation efforts and a visit by President Tshisekedi, who had previously refused direct talks. While Tshisekedi's office acknowledged the Angolan initiative, they didn't confirm direct negotiations. The M23, supported by Rwanda, has been seizing territory in eastern DRC since 2021. The DRC accuses Rwanda of exploiting its mineral resources, while Rwanda cites security concerns related to the presence of the FDLR along the border. The conflict has drawn in neighboring countries like Burundi and Uganda, raising fears of regional escalation.
